Across the border into Wisconsin, one farmer discovered two rows of 400 marijuana plants flanking his corn crop. He called in the Drug Enforcement Administration to destroy the plants. As they were burning, he asked the agent what the value of that crop was. A half-million dollars, he was told. He had to laugh—the value of the corn that crop displaced was just $32. It’s easy to see that some people could be swayed by the profits possible from growing pot, even though it is not legal to do so in Iowa. That could be the reason three people were arrested in December 2016 for running a large indoor grow operation in Davenport.

While marijuana sends people to drug rehab at a rate second only to alcohol, heroin is a growing problem. The seven counties most affected—Polk, Johnson, Linn, Black Hawk, Dubuque and Scott—are either located on major Interstates or surround larger cities like Dubuque and Davenport.
