Narconon Latin America Celebrations Mark Ten Years of Service in Villa Victoria, Mexico

Narconon Latin America marked its tenth anniversary in 2025 from its home in Villa Victoria, Mexico. The four-acre Hacienda Dolores estate, built in 1880 for a renowned bullfighter, sits about ninety minutes outside Mexico City. Since 2015, it has served as the Narconon center for all of Mexico, Central America, and South America, providing drug rehabilitation services and training staff who go on to run their own Narconon centers across the region.
The year 2025 was significant for the center. CONASAMA, the Mexican government’s national addiction commission, granted Narconon Latin America one of only ten official certifications in the country. The municipality of Villa Victoria publicly recognized the center. Four staff graduated and departed to launch a new government-funded Narconon center in Sonora. Media interest was strong, and the community presented recognitions for L. Ron Hubbard.
A Month of Recognitions for Humanitarian, L. Ron Hubbard
On February 6, 2025, Narconon Latin America staff delivered drug education talks to 165 students at Secondary School No. 0704 “Sor Juana Inés de la Cruz” in Villa Victoria. The school’s director, Miro Eduardo Calderón Acosta, presented a certificate of recognition to L. Ron Hubbard, whose research and developments in the field of drug rehabilitation and prevention are the foundation for the Narconon program. The certificate in part read: “For humanitarian contributions in the field of education, and the impact of his Narconon program on our students, with the conference ‘The Truth About Drugs,’ held at our institution on February 6, 2025.”
Acosta was not the only one. That same month, four more community leaders presented recognitions to Mr. Hubbard.
On February 8, medical surgeon Dr. Sergio Rodea Vallejo presented his certificate, recognizing Mr. Hubbard “for his humanitarian contributions in the field of education and for providing humanity with a unique and effective rehabilitation technology that has saved so many lives.”
School president Salvador Moreno presented a certificate also recognizing Mr. Hubbard “for his extraordinary humanitarian contribution in the field of drug rehabilitation through the Narconon program.”

On February 16, 2025, journalist and General Director Gina Serrano Lizama presented her recognition, honoring Hubbard “for his invaluable work in addiction rehabilitation through the Narconon program, providing hope and transformation to thousands of lives.”

Five special citations from community leaders in a single month reflect the trust Narconon Latin America has built in this community over the past decade.
10th Anniversary Events
In September, Hacienda Dolores hosted its 10th anniversary celebration. Guests wore traditional Mexican dress, and dancers in embroidered Tehuana gowns performed in the estate’s historic courtyard. The menu featured chiles en nogada, the classic dish whose green, white, and red garnishes mirror the colors of the Mexican flag.
Media Interest
Gustavo Bueno, the center’s Deputy Executive Director, maintained a steady media presence throughout the year, appearing on Radio Mexiquense in March and sitting for an interview with journalist Gina Serrano in July. In September, Bueno and staff member Zuveldia Morales both appeared on TV Mexiquense’s DCD program, a single broadcast that reached 1,288,577 viewers across the State of Mexico.

In November, the Mayor of Villa Victoria and the President of the municipal DIF (System for Integral Family Development) presented a formal recognition to Narconon Latin America at a public ceremony in the city’s government plaza. The DIF certificate honored the center “for its Tenth Anniversary, which highlights its commitment and invaluable support for the work carried out by the Municipal DIF System in favor of social causes and for the efforts that help strengthen the unity of the families of Villa Victoria.” The award was signed by Sra. Isis Gutiérrez Salmerón, Honorary President of the Municipal DIF System, and Lic. Mario Santana Carbajal, Constitutional Municipal President of Villa Victoria.
Getting a New Center Off the Ground in Mexico
Narconon Latin America is both a drug rehabilitation center and a training hub. Staff come from across the region, learn the Narconon methodology firsthand, and then return to establish centers in their own communities. In August, four trainees completed their preparation at Hacienda Dolores: Fabiola Ochoa as Course Supervisor, Efren Garcia as Ethics Officer, Gabriel Padilla as Withdrawal Specialist, and Carlos Mondragon as Case Supervisor. All four are now bound for Navojoa, Sonora, to staff Narconon Jovenes, a new government-run and government-sponsored center in Mexico.

A Decade to Be Proud Of
Narconon Latin America closes its tenth year with a national CONASAMA certification, a newly trained team deployed to Sonora, recognitions for L. Ron Hubbard from five community leaders in a single month, sustained media attention, and a decade of families restored at Hacienda Dolores. The center enters its second decade with the same purpose that defined its first.

From this location Narconon Latino America takes responsibility for Mexico and all of Central and South America, both in terms of providing rehabilitation services to those in need and in training rehab professionals to deliver the Narconon program in their respective centers across Latin America.
